Swinhoe's rail is a rare, very small member of the rail family about which very little is known; at 13 centimetres long it is only about sparrow-sized, with a wing length of 75–81 millimetres. It resembles the slightly larger North American yellow rail, to which it is closely related, and as in that species the largely white secondaries are conspicuous in flight. The upper mandible, 12–14.5 millimetres long, is dark brown and the lower greenish yellow, and the legs and feet are pale brownish flesh-coloured with darker joints and claws.
