The nominate form has a pale head, no rufous in the plumage, and whitish underparts with a streaked breast followed by barring, often with a breast band, and the tail has a grey-white base. The iris is dark brown and the cere and feet are yellow. Young birds closely resemble adults, but the eye is paler and the tail has a hint of red. (German Wikipedia, general species account)
It is sometimes treated as conspecific with the common buzzard. It occurs in East Asia, in Mongolia, China and Japan, and is a partial migrant: birds from Central Asia and Hokkaido winter further south from November to March. The species name refers to Japan.
